fter considering the issue for nearly five years, the Federal Motor Carrier Safety Administration said it will not establish rules to settle the longstanding dispute over who must maintain intermodal equipment such as chassis.
Although the trucking industry contended that the matter is a safety issue, “there appeared to be no data available to support this assertion,” FMCSA said.
“The available data show a significant number of chassis dispatched from intermodal terminals are later shown to have safety defects during roadside inspection, but the relationship between these defects and accidents has not been substantiated,” the agency said in deciding to abandon the rulemaking process.
