The national honor has been bestowed for the past 17 years by Goodyear Tire and Rubber Co., Akron, Ohio.

The 1999 recipients are Kentucky residents: Terry Harvey of Salt Lick and Floyd Anthony Miller of Irvine. Harvey is a driver for American Freightways out of Lexington, Ky., and Miller was driving for Kentucky Petroleum Supply of Winchester, Ky., at the time of the accident.

The last time Goodyear named co-recipients was in 1996, when the dual winners were Jeff May of Connecticut and Clint LeFabver of New Hampshire. The other years for co-recipients were 1995 and 1992, according to a spokesman for Goodyear.
