FMCSA May Issue Rules for Hazmat Shipments

The Federal Motor Carrier Safety Administration may ultimately issue new regulations to ensure the safe shipment of hazardous materials by truck, the agency said in a report to Congress March 4.

Congress required FMCSA to prepare a report on the “security sensitivity visits,” or SSVs, it made to hazardous materials haulers following the Sept. 11 terrorist attacks. In all, the agency visited 38,800 carrier facilities, driver training schools, leasing companies and high-risk shipper facilities.

The report said the agency views the SSV program “as only one component” of its effort to improve the security of hazmat shipments. Other actions being planned and implemented, the report said, include “enhanced” SSVs to companies that haul hazardous substances and greater attention to security during compliance reviews.
