FMCSA Nominee Ensconced at DOT

Former trucking company executive Joseph M. Clapp, President Bush’s nominee to head the Federal Motor Carrier Safety Administration, is working as a consultant to Secretary of Transportation Norman Y. Mineta pending the Senate’s approval of his appointment.

A confirmation hearing is expected in September, according to a top-level Department of Transportation official.

The ex-chairman of Roadway Services was officially nominated by Bush on Aug. 3 and given office space on DOT’s 10th floor shortly thereafter, according to FMCSA spokesman David Longo. Clapp is prevented by law from taking a direct role in managing the truck and bus regulatory agency until he is sworn in as administrator.
