Ill., Okla. to Audit IRP Base State Claims

Illinois, concerned about losing trucker revenue, intends to conduct joint audits with Oklahoma of trucking operations that claim Oklahoma as a base state under the International Registration Plan.

Auditors are to search Oklahoma’s IRP files for motor carriers that may have underreported their mileage on their applications or may not have the legal presence needed to declare the state as their base.

This course of action was set by the IRP’s Dispute Resolution Committee Nov. 1 as the result of complaint filed by Illinois. Officials claimed that when processing carrier renewal applications, they discovered several Illinois-based carriers had moved their IRP base to Oklahoma. But when they compared the fees the carrier should have paid it, based on past documentation, with the fees Illinois should receive with the carrier now home-based in Oklahoma, the auditors said the numbers did not agree.

Illinois wants a joint audit with Oklahoma, but it was not clear whether other states may participate.
