New ATA Chairman Embraces ‘Black Boxes’ as Inevitable

ORLANDO, Fla. — The new chairman of American Trucking Associations wants trucking to support installation of electronic data recorders, or "black boxes," on trucks.

In his first speech after taking office, Lee P. Shaffer urged his colleagues not only to support the organization’s new speed limit policy and fight to reform the antiquated hours-of-service regulations, but to embrace the use of the recording devices.

"Black boxes are coming whether we want it or not," he said Nov. 3, a day after being elected chairman at ATA’s management conference.

"Let’s accept them under the proper circumstances with privacy and liability issues resolved. We need to protect privacy and make sure black boxes don’t become weapons for trial lawyers to use against us," said Shaffer, president of Kenan Transport Co., a fuel and chemical carrier based in Chapel Hill, N.C.
