Calif. Solves IRP Dilemma
California lawmakers approved a legislative fix to iron out incompatibilities between California’s truck registration rules and those of the rest of the states and provinces involved in the International Registration Plan.
The IRP board voted in 1999 to require all jurisdictions to adopt completely uniform rules. If California had not come into compliance, it is unclear what the result would have been. However, the California Trucking Association feared the state could have lost the $125 million it collects from out-of-state carrier registration fees (8-14, p. 39).
California is the only state that still collects separate fees for trailers.

Five other states also have rules that differ from other IRP members, but the required changes are not nearly as extensive as those in California.
