The costs of the Compliance, Safety, Accountability program are rising, according to a new report by the Government Accountability Office.

The Federal Motor Carrier Safety Administration has set a “small but increasing amount of resources” in developing CSA, but is “requesting a significant increase” for the program’s full implementation, the report said.

FMCSA began work on the CSA initiative in 2004 to improve the safety of commercial motor vehicles, GAO said in its report, dated Feb. 25. (Click here for a summary; GAO website.)

CSA costs in 2007 were $2.3 million, and rose to $6.6 million in 2008. As a result of FMCSA-wide software modernization costs, the program’s costs rose significantly in 2009, to $11.8 million, and in 2010, to $9.5 million. FMCSA’s budget request for fiscal year 2011 was $14.3 million.

FMCSA said in December that CSA was live and motor carriers could access their safety ratings.
