The Commercial Vehicle Safety Alliance has asked the Federal Motor Carrier Safety Administration to delay implementing scheduled changes to the hours-of-service rules for truck drivers until three months after a pending legal challenge is resolved.
CVSA, which represents commercial vehicle law enforcement agencies, made its request in a Feb. 1 letter, a week after American Trucking Associations asked for the same delay.
“This request is to help to avoid potentially duplicative and unnecessary training for both enforcement and industry, and to prevent confusion if the court’s decision alters the final rule in any manner,” CVSA Executive Director Steve Keppler wrote.
ATA’s letter also cited potentially unnecessary training for law enforcement and trucking companies if the U.S. Court of Appeals for the District of Columbia Circuit changes the rule after hearing oral arguments March 1. The rule is set to take effect July 1.
The Owner-Operator Independent Drivers Association also agrees that the rule should be delayed, spokeswoman Norita Taylor said.
FMCSA spokesman Duane DeBruyne said the agency had received both requests, and they are under review.
