EPA Issues Runoff, Waste Water Rules

Two new clean water rules from the Environmental Protection Agency are likely to have a significant effect on trucking companies’ bottom lines — one that may save money and another that could be costly.

The good news for trucking is the implementation, effective Feb. 7, of a “no-exposure” exemption to the federal storm water runoff permitting requirement as part of Phase II of the government’s storm water program.

Industry officials said that without the exemption, storm water permitting would have required that companies invest a substantial amount of time and money.

Phase II of EPA’s program, which was announced Nov. 1, addressed storm sewer systems in urban areas with populations of fewer than 100,000 people (1990’s Phase I had targeted larger municipalities).
