Federal Agencies to Test Cutting Red Tape for Construction Projects

A pilot program to cut construction project red tape will be tried out on a $1 billion intermodal rail and truck distribution facility in New Jersey and a $1 billion highway project in Texas, said American Association of State Highway and Transportation officials.

The projects were identified as the New Jersey Roadway/Intermodal Connector, which will service the Newark/Elizabeth Seaport and Airport, and the Texas Loop, a 13.2 mile project, in Dallas. Both have substantial environmental considerations.

The New Jersey project encompasses multiple environmental issues including the removal of marine and hazardous wastes. When completed, the project will provide a “freight way” on both public and private rights of way that will facilitate the movement of goods within and external to the port area, said AASHTO.

In Texas, the Loop corridor is located in Dallas County, which has been cited for non-attainment in regard to ozone and is considering ways to come into compliance. Funding the construction is also a concern.
