Federal Hazmat Agency Gets New Chief

The federal agency responsible for overseeing the transportation of hazardous materials has a new safety chief.

Robert A. McGuire was named associate administrator for the Office of Hazardous Materials Safety. The office coordinates national safety programs for the movement of hazardous materials by air, rail, highway and water for the Department of Transportation’s Research and Special Programs Administration.

McGuire replaces Alan I. Roberts, who retired from federal service in April and is president of the Hazardous Materials Advisory Council, which provides education and training assistance for shippers and carriers of hazardous materials.

McGuire was named deputy associate administrator for hazardous materials safety in 1991 after serving a three-year stint as senior program analyst at DOT, where he focused on economic and safety issues having a significant technical component. Between 1983 and 1988, he was a policy analyst supporting RSPA’s hazardous materials and pipeline safety program.



In a related move, RSPA Administrator Kelley S. Coyner appointed Stacey L. Gerard as associate administrator for the Office of Pipeline Safety. Gerard has 20 years of experience in nuclear, chemical and emergency planning and 10 years in the energy field.
