When the Federal Motor Carrier Safety Administration announced July 20, 2016, that it was delaying for three months implementation of the final piece of the Unified Registration System, the agency said it would be implemented by Jan. 14.
Instead, that day, FMCSA suspended the regulations intended to streamline the registration process for carriers, property brokers, freight forwarders, intermodal equipment providers and cargo tank facilities. The full compliance date of April 14 also was suspended.
“The additional time is needed to securely migrate data from multiple legacy platforms into a new central database and to conduct further compatibility testing with its state partners,” FMCSA said in announcing the URS suspension. “The agency recently migrated its information technology systems to a ‘cloud’ environment. This migration effort was a necessary step in order to provide a foundation to successfully implement URS.
“By moving the implementation date, FMCSA is providing its state partners more time to develop, update and verify data connectivity and system reliability,” the agency further explained. “The additional time will also enable the agency to conduct more thorough training and to implement broader outreach and education activities that will provide for a seamless transition.”
