Bill Graves urged groups interested in federal highway programs to work closely together to build support for federal spending and to avoid elbowing each other out of the process.
Graves' remarks came as Senate Finance Committee Chairman Max Baucus (D-Mont.) was urging a large funding increase when Congress begins to consider reauthorizing the Transportation Equity Act for the 21st Century, which now sets spending priorities through 2003.
Graves is slated to become president of American Trucking Associations in January.
