Horsley Named AASHTO Director

The Department of Transportation’s intermodal czar is joining the American Association of State Highway and Transportation Officials as executive director.

John C. Horsley, associate deputy secretary and director of DOT’s office of intermodalism, will replace AASHTO Executive Director Francis B. Francois, who is retiring Feb. 1 after 18 years on the job.

Since April, Mr. Horsley has served as the Department's advocate for intermodal policies to improve freight efficiency, passenger convenience and to encourage teamwork among all modes of transportation. He directed the Department's national outreach program on the implementation of the highway bill enacted by Congress in June.

Prior to heading up DOT’s Office of Intermodalism, Mr. Horsley was deputy assistant secretary for governmental affairs, guiding DOT’s outreach program on the 1991 highway bill and working with state and local governments, labor and transportation interests on the National Highway System designation, innovative finance, livable communities, border crossing efficiency and departmental restructuring.



Mr. Horsley was praised by Transportation Secretary Rodney Slater as "an eloquent spokesman for safer, more efficient transportation. John’s vision for a seamless, intermodal transportation system also led to success with the Alameda Corridor, an important project in California that will serve the entire United States with enhanced capability to move freight coming in from the Pacific Rim nations."
