Lifting Caps Could Aid Transportation

Federal aviation and maritime programs would receive more money if the House Transportation Committee is able to enact a plan to remove annual spending caps on the programs’ trust funds over the next two years.

Removing the caps is one of the priorities outlined in the committee’s oversight plan.

he plan would give aviation, inland waterways and harbor maintenance trust funds — paid for with fuel taxes and other fees by carriers that use those modes — the same budgetary treatment as Congress gave the Highway Trust Fund in the 1998 highway bill.
