Rep. John Lewis (D-Ga.) is looking to replace a provision in a House multiyear highway bill that would pave the way for drivers under 21 to operate trucks across state lines.

Specifically, Lewis’ amendment would strike the graduated commercial driver license program from the highway bill the Transportation and Infrastructure Committee reported to the floor in October. That program would establish a task force designed to start the process of allowing drivers between the ages of 19 years, 6 months and 21 to operate trucks in interstate commerce.

Lewis would replace the graduated driver license program with a proposal that would require the secretary of transportation to conduct a review of the laws that allow drivers between 18 and 21 to operate trucks within a state.

The Rules Committee on Nov. 3 is expected to determine whether to allow Lewis’ amendment to reach the floor during consideration of the multiyear highway bill.
