Rewrite of Cargo Tank Rules Put Off

The Research and Special Programs Administration withdrew its 1992 proposal to rewrite the standards governing the use of signaling systems for loading and unloading of cargo tanks.

The announcement was made in the March 27 edition of the Federal Register.

The agency said it will wait and see what effect a 1999 regulation has on safety before moving ahead. The rule is designed to reduce the risk of an accidental release of a liquefied compressed gas during unloading.

According to RSPA, it plans to address the issue in a broader rulemaking on federal hazardous material regulations and activities, including loading and unloading operations.
