RSPA Finalizes Hazmat Rules On Security Planning, Training

img src="/sites/default/files/images/articles/printeditiontag_new.gif" width=120 align=right>The federal agency in charge of hazardous materials transportation finalized rules that require many hazmat truckers and shippers to implement security plans and give employees security training.

The rules will cost companies $88.3 million to implement the first year and $29 million a year after that, the Research and Special Programs Administration of the Department of Transportation said in a March 25 Federal Register notice.

Industry reaction was generally favorable.



“Overall, this is a well-reasoned, fair and rational regulation,” said Clifford J. Harvison, president of the National Tank Truck Carriers.

“I don’t see any requirement in it that could not be met by the tank truck industry.”
