A big storm brought strong winds and rain to the East Coast early Monday, flooding rivers, stranding airline flights and prompting evacuations from New Jersey to West Virginia, the Associated Press reported.

Cars and trucks were stuck in water on many roadways, hundreds of lights were canceled and power was knocked out across the East, AP said.

West Virginia and New Jersey declared states of emergency. The storm had hit the Gulf states over the weekend, with at least two tornadoes in Texas and three in South Carolina on Sunday.

Up to 18 inches of heavy, wet snow was expected across the higher elevations of Maine, New Hampshire, Vermont and upstate New York, AP reported.

More than 5.5 inches of rain fell in the New York City region Sunday, shattering the record for the date of 1.8 inches set in 1906, according to the National Weather Service, AP reported.

Airlines canceled more than 500 flights at the New York’s three major airports, according to the Port Authority of New York and New Jersey. Dozens more were canceled in Philadelphia, Boston and elsewhere in New England, AP reported.
