Three major trailer leasing companies are spending millions to put conspicuity tape on the trailers and containers used by their customers before a June 1, 2001, federal deadline.
For the leasing companies — Xtra Lease, Transport International Pool and Associates Rental Systems — the retrofit could involve more than 100,000 units and in excess of $10 million.
A fourth company, Transamerica Leasing, is also pushing for compliance with the conspicuity rule, but is not necessarily bearing all costs.
According to a Federal Highway Administration rule, trailers built before December 1, 1993, must be retrofitted with reflective tape or reflectors (3-29-99, p. 8).
