Final comments on the Department of Transportation’s proposal to change the hours-of-service rules are due by close of business Dec. 15, but at least two trucking groups beat the last-minute rush. National Tank Truck Carriers and the Distribution & LTL Carriers Association filed in late November, requesting a review of driver on-duty time and the costs of implementing the rule changes.

American Trucking Associations plans to send in its comments Dec. 14.

NTTC asked the Federal Motor Carrier Safety Administration to consider six changes in its proposal, including allowing drivers to be “off duty” when waiting for their trucks to be loaded, instead of having that time credited to their driving time.

DOT wants petroleum product drivers, who operate within six hours driving distance of their work-reporting location, to return to that location at the end of each shift. Petroleum drivers must take at least 12 consecutive hours off duty in each 24-hour period, under the proposal.
