The senior Democrat on the House Surface Transportation Subcommittee made the blunt prediction in a Dec. 17 speech to transportation executives in Washington, D.C.

"No" was Rahall's response to a question about whether there would be any action on productivity legislation such as a proposal to increase the federal maximum truck weight from 80,000 pounds to 97,000 pounds.

"I can't see that issue moving as stand-alone legislation," he said. "It's controversial."
