The U.S. average retail price of diesel rose 0.9 cent to $2.605 a gallon as Hurricane Harvey wound down to a tropical storm after it disrupted oil production platforms and fuel refineries along the Gulf Coast of Texas before inundating Houston.

A truck driver who was stranded in about 10 feet of water on a Houston freeway Aug. 27 was pulled from his cab by Harris County sheriff’s deputies who were alerted by a television news crew that captured the rescue live.
