GRAPEVINE, Texas — Intermodal truckers are seeing painfully slow progress on two long-standing and related issues — changes in the providers of chassis for container shipments and effective implementation of federal chassis safety rules, industry officials reported.

Radiant Logistics, a third-party provider of airfreight and other services, said its fiscal fourth-quarter net income was $581,697, or 2 cents a share, down from $844,278, or 3 cents a share, a year earlier.

Frozen Food Express Industries said it will sell more than 400 dry vans and almost 300 tractors to truckload carrier Celadon Trucking Services.
