PHMSA Drops Proposed Rule to Require Draining Wetlines

he Pipeline and Hazardous Materials Safety Administration has withdrawn a proposed rule that would have required haulers of flammable liquids to fully drain the pipes used in loading and unloading after a pickup or delivery.

In its June 7 Federal Register notice, PHMSA said, “On the basis of public comments and additional data and analysis, PHMSA has concluded that further regulation would not produce the level of benefits we originally expected.”

In place of a rule, PHMSA said it would work with industry groups to increase awareness of the wetlines issue. The decision drew praise from the trucking industry.
