PHMSA's Crash, Incident Data Support Limits To Hazmat Background Checks

ALLAS - Examination of crash and incident data by the federal agency that regulates hazardous materials transportation may bolster arguments for limiting hazmat background checks, officials with American Trucking Associations told Transport Topics.

Brigham McCown, the deputy administrator of the Pipeline and Hazardous Materials Safety Administration, said PHMSA was "trying to look at how we manage risk and how we look at what we should regulate and, in so doing, we try to balance risk factors - what is the likelihood of an event and what are consequences of a spill."

McCown spoke at a panel discussion here Oct. 29, part of ATA's Management Conference & Exhibition
