n Illinois administrative law judge has ruled that millions of dollars in additional apportionment fees levied by the state of California against truckload-carrier Schneider National were improper and not in compliance with provisions of the International Registration Plan.

“What is important here is that the decision of the Illinois secretary of state and others who have looked at this issue have held is that the IRP is to be followed by California as it is to be followed by every other state,” Schneider’s general counsel, Thomas Vandenberg, said.

Steve Haskins, a spokesman for the California Division of Motor Vehicles, offered no comment on the case or the ruling by Steve Fister, an Illinois hearing officer.

“Unfortunately, we can’t say much about it because we’re still in litigation,” Haskins said. “It’s a very complicated case and is something that we are still dealing with on a very delicate basis.”
