“The final rule that’s published is better than the original proposals, but it’s still not what we needed,” said Clifford Harvison, president of the National Tank Truck Carriers.
Harvison spoke after the Department of Transportation’s Research and Special Programs Administration published final rules on Oct. 30. They spell out RSPA’s jurisdiction over the loading and unloading of hazardous materials, the agency said.
