The White House Office of Management and Budget has completed its review of the National Highway Traffic Safety Administration’s final rule on electronic stability control systems for heavy vehicles, bringing it a step closer to publication.

A proposed rule to require the installation and use of speed-limiting devices on heavy trucks has been sent to the White House Office of Management and Budget for review.

WASHINGTON — A panel of transportation experts debated several proposals to rescue the nearly insolvent Highway Trust Fund but offered little hope that Congress, facing a May 31 deadline to pass a transportation bill, would approve a long-term solution.
