Illinois is on the verge of stopping all highway construction July 1 because of the ongoing budget impasse between Republican Gov. Bruce Rauner and the Democratic-controlled Legislature.

With the scheduled May 31 end of its 2016 legislative session at hand, Illinois’ budget stalemate that has stretched for almost a year showed no signs of ending.
